Textile Labeling Regulations Guide: US, EU, UK, China, Japan
Labeling errors are one of the most common causes of customs holds, product recalls, and fines. Each market has its own requirements for fiber content, country of origin, and care instructions.

1. Why Labeling Compliance Matters
Consequences of incorrect labeling: Customs hold or seizure at the border. Product recall from retail stores. Fines and penalties (up to $15,000 per violation in the US). Brand reputation damage. Legal liability.

2. US Labeling Requirements (FTC)
The Federal Trade Commission (FTC) enforces the Textile Fiber Products Identification Act (TFPIA) and the Wool Products Labeling Act.
Required label elements: Fiber content — by percentage, in descending order of predominance. Country of origin — "Made in [Country]". Manufacturer ID — RN number (Registered Identification Number). Care instructions — washing, drying, ironing, dry cleaning.
Fiber content rules: All fibers present at >5% by weight must be disclosed. Fibers at ≤5% may be declared as "other fiber". "Cashmere" must meet statutory definition (≤19 microns). Generic names only (e.g., "cashmere," not "luxury cashmere").
Example compliant US label: 100% Cashmere / Made in China / RN 123456 / Machine wash cold, dry flat, do not iron, dry clean.
Care label requirements (16 CFR 423): Must be permanently attached. Must remain legible for the life of the product. Must include washing, drying, ironing, and dry cleaning instructions. Symbols or words — both acceptable.

3. EU Labeling Requirements (Regulation (EU) No 1007/2011)
The EU Textile Labeling Regulation applies to all textile products sold in the European Union.
Required label elements: Fiber content — by percentage, in descending order. Language — official language(s) of the destination country. Note: Unlike the US, the EU does not require country of origin on the label (but it is required on customs documentation).
Fiber content rules: All fibers >5% by weight must be disclosed. Specific fiber names defined in Annex I. "Cashmere" restricted to Capra hircus fiber. No manufacturer ID required.
Example compliant EU label (French): 100% Cashmere / Lavage à la main / Non javelliser / Sécher à plat / Ne pas repasser / Nettoyer à sec.
Language requirements by country: France: French. Germany: German. Italy: Italian. Spain: Spanish. Netherlands: Dutch. Poland: Polish.

4. UK Labeling Requirements
Post-Brexit, the UK maintains its own textile labeling regulations, closely aligned with EU rules.
Required label elements: Fiber content — by percentage, in descending order. Language — English. Country of origin — recommended but not mandatory.
Example compliant UK label: 100% Cashmere / Made in China / Hand wash only / Do not bleach / Do not tumble dry / Do not iron / Dry clean only.
Note: UKCA marking is not required for scarves (not a regulated product category).

5. China Labeling Requirements (GB 5296.4)
China has mandatory labeling standards for all textile products sold domestically.
Required label elements: Fiber content — by percentage, Chinese language. Care instructions — ISO symbols or Chinese text. Manufacturer name and address. Product standard number. Safety category — A, B, or C.
Safety categories (GB 18401): Class A: infant products (under 36 months). Class B: direct skin contact — adult scarves, beanies. Class C: no direct skin contact.

6. Japan Labeling Requirements (Household Goods Quality Labeling Law)
Japan has strict labeling requirements for textile products sold in the Japanese market.
Required label elements: Fiber content — by percentage, Japanese language. Care instructions — ISO symbols or Japanese text. Manufacturer name and address. Handling precautions.
Example compliant Japan label: 製品名:カシミヤマフラー / 繊維組成:カシミヤ100% / 取扱い表示:洗濯(手洗い), 漂白(不可), 乾燥(平干し), アイロン(不可), ドライクリーニング(可) / 製造元:Weave Essence Co., Ltd. / 住所:中国浙江省.

7. Labeling Requirements Comparison
Fiber content: Required in US, EU, UK, China, Japan.
Country of origin: Required in US, China, Japan. Not required in EU (UK optional).
Manufacturer ID: RN number in US, name+address in China and Japan, not required in EU and UK.
Care instructions: Required in all markets.
Language: English (US, UK), destination language (EU), Chinese (China), Japanese (Japan).
8. Common Labeling Mistakes
Missing country of origin: US, China, Japan — customs hold.
Incorrect fiber percentage: All markets — FTC/regulatory action.
Wrong language: EU, China, Japan — customs hold.
"Cashmere" on blend without percentage: US, EU — mislabeling violation.
No RN number: US — FTC violation.
Missing safety category: China — customs hold.
9. Buyer's Labeling Checklist
Before sampling: Confirm target market labeling requirements. Prepare label text in correct language. Specify label placement (seam, inside, hangtag).
During sampling: Verify fiber content label matches test report. Check country of origin accuracy. Confirm care instructions match product. Verify language is correct for destination.
Before bulk production: Approve label sample. Confirm label attachment method. For US: confirm RN number is registered. For China: confirm safety category is correct (Class B).
