REACH & CPSIA Guide: Chemical Compliance for Knitted Scarves & Beanies
Chemical compliance is mandatory for selling textiles in the EU and US markets. Non-compliance can result in customs holds, product recalls, fines, and lost customers.
This guide covers REACH (EU) and CPSIA (US) requirements for knitted scarves and beanies — restricted substances, testing, documentation, and buyer checklist. 1. Overview: REACH vs CPSIA
REACH (EU): Applicable to all textile products sold in EU. Adult scarves/beanies: yes — fully applicable. Enforcement: customs, market surveillance. Penalties: market withdrawal, fines, imprisonment. Self-declaration: no — test required.
CPSIA (US): Applicable to children's products (under 12). Adult scarves/beanies: no — not covered. Enforcement: CPSC, customs. Penalties: civil penalties, criminal charges. Self-declaration: yes — CPC required.

2. REACH Regulation (EU) No 1907/2006
REACH is the EU's primary chemical safety regulation. It applies to all textile products sold in the EU, regardless of origin.
Key restricted substances for textiles: AZO dyes (carcinogenic amines): prohibited, not detectable (<30 mg/kg) — from dyes, prints. Formaldehyde: restricted, 75 mg/kg (Class II) — from finishing agents, resins. Nickel release: restricted, 0.5 µg/cm²/week — from metal accessories, zippers. Cadmium: restricted, 0.1% by weight — from pigments, coatings. Lead: restricted, 0.05% by weight — from pigments, stabilizers. Chromium VI: restricted, 3 mg/kg — from leather, metal accessories. Phthalates (DEHP, DBP, BBP): restricted, <0.1% by weight — from plastic components, prints. PFAS (PFOA, PFOS): restricted, <0.025 mg/kg — from water-repellent finishes.
SVHC (Substances of Very High Concern): The SVHC Candidate List currently contains 240+ substances. Any textile article containing SVHC above 0.1% by weight must be disclosed to consumers within 45 days of request.
REACH compliance documentation: REACH declaration from supplier. Test reports from ISO 17025 accredited lab. SVHC disclosure (if applicable). Technical file (kept by importer).
Action for buyers: Request REACH compliance declaration and test reports from your supplier. For OEKO-TEX certified products, most REACH textile restrictions are covered.

3. CPSIA (Consumer Product Safety Improvement Act) — US
CPSIA applies to products intended for children under 12. Adult scarves and beanies are not covered unless they could be marketed to children.
Key requirements for children's scarves & beanies: Lead in substrate (fabric): ≤100 ppm (CPSC-CH-E1003-09.1). Lead in surface coating: ≤90 ppm (16 CFR 1303). Phthalates (DEHP, DBP, BBP): ≤0.1% each (CPSC-CH-C1001-09.4). Phthalates (DINP, DIDP, DNOP): ≤0.1% total (CPSC-CH-C1001-09.4). Flammability: pass 16 CFR 1610.
Testing requirements: Third-party testing by CPSC-accepted laboratory. Test reports must be kept for 5 years. Children's Product Certificate (CPC) required at import.
Children's Product Certificate (CPC) must include: Product identification. Citation to each applicable rule. Importer/manufacturer information. Test report date and lab information. Production date range.
What if your product is not for children? Adult scarves and beanies are not subject to CPSIA. But if your product could be used by children (e.g., small size, bright colors), customs may question. Include "For adult use only" on packaging to clarify.

7. Buyer's Compliance Checklist
Before quoting: Confirm which market you are selling to (EU/US/UK). For EU: request REACH declaration and test reports. For US children: confirm CPSC-accepted lab testing. For US adult: focus on labeling (FTC).
During sampling: Request test reports on production-representative sample. Verify dye class (no prohibited AZO dyes). Check metal accessories for nickel release.
Before bulk production: Confirm supplier has valid test reports. For US children: schedule CPSC-accepted lab testing. Keep all documentation for customs.
Upon shipment: Include REACH declaration with shipping documents (EU). Include CPC with shipping documents (US children). Keep test reports for 5+ years.
