Compliance Guide for Knitted Scarves & Beanies: EU, US, and UK Requirements
Selling knitted scarves and beanies in international markets requires navigating a complex web of regulations. Non-compliance can result in customs holds, product recalls, fines, and lost customers.

1. Why Compliance Matters for Buyers
Compliance is not just about avoiding penalties. It affects market access, brand reputation, cost, and customer requirements. Non-compliant products cannot enter the market. Safety or labeling violations damage trust. Recalls, fines, and delays add significant expense. Many retailers mandate specific certifications.

2. EU Market Requirements
The EU has the most comprehensive textile regulations globally.
2.1 REACH Regulation (EC) No 1907/2006
REACH restricts the use of harmful chemicals in textile products.
Key requirements for scarves and beanies: Azo dyes (carcinogenic amines): prohibited, not detectable (<30 mg/kg). Formaldehyde: restricted, 75 mg/kg (Class II). Nickel release: restricted, 0.5 mg/cm²/week. Phthalates (DEHP, DBP, BBP): restricted, <0.1% by weight.
SVHC (Substances of Very High Concern): If your product contains any SVHC above 0.1% by weight, you must provide information to consumers within 45 days of request.

2.2 OEKO-TEX Standard 100
While voluntary, OEKO-TEX is functionally mandatory for EU retail. Product class for adult scarves and beanies: Class II (direct skin contact).

2.3 EU Textile Labeling Regulation (EU) No 1007/2011
All fibers >5% by weight must be disclosed. Specific fiber names must be used (e.g., "cashmere," not "luxury fiber"). Labels must be in the language of the destination country.

2.4 ESPR (Ecodesign for Sustainable Products Regulation)
Unsold goods destruction ban: July 19, 2026 (large enterprises). Digital Product Passport (DPP): mandatory for textiles by 2028. Each product will require a QR code linking to verified information about fiber composition, origin, and environmental footprint.

3. US Market Requirements
3.1 FTC Wool Products Labeling Act
Fiber content must be disclosed by percentage. "Cashmere" must meet statutory definition (fiber from cashmere goat, diameter ≤19 microns). Country of origin must be disclosed. Manufacturer's registered identification number (RN) required.

3.2 FTC Textile Fiber Products Identification Act (TFPIA)
All fibers present at more than 5% by weight must be listed in descending order of predominance. Care labeling (16 CFR 423) requires washing, drying, ironing instructions.
3.3 CPSIA (Consumer Product Safety Improvement Act)
If your scarves or beanies are intended for children under 12, additional requirements apply: lead content limit 100 ppm, phthalates limit ≤0.1% each, third-party testing by CPSC-accepted lab, Children's Product Certificate (CPC).

3.4 Section 301 Tariffs — China-Origin Goods
Base MFN rate: 7–11.3% depending on HS code. Additional Section 301 tariffs: 7.5–25%. De minimis exemption ($800) eliminated for China-origin goods (May 2025). Total effective rate: approximately 33–45%.
Mongolia-origin advantage: Cashmere scarves manufactured in Mongolia and exported directly to the US are subject only to MFN base rate (no Section 301).
4. UK Market Requirements
4.1 UK REACH
UK REACH retained EU REACH requirements post-Brexit. Key restrictions for textiles remain the same (AZO dyes, formaldehyde, heavy metals).
4.2 UK Textile Products (Labelling and Fibre Composition) Regulations
Fiber content labeling rules mirror EU regulation: fibers >5% must be disclosed, using standard fiber names.
4.3 UKCA vs CE Marking
For most scarves and beanies (non-protective, non-medical), neither UKCA nor CE marking is required. However, care labeling and fiber content rules apply.

5. Compliance Checklist for Buyers
- Before quoting: Ask supplier for OEKO-TEX certificate, REACH/UK REACH declarations, and test reports.
